Finally, the 2024 election cycle is over, and I think the results could be described as a changing of the guard in many ways. Matt Meyer, governor-elect, Kyle Evans Gay, lieutenant governor-elect, Marcus Henry, New Castle County Executive-elect, and John Carney, City of Wilmington mayor-elect are all seeking to identify who will serve in their administrations. Lisa Blunt Rochester will be filling posts in her new Senate office which is larger than a U.S. House office and newly elected Sarah McBride will standing up her new U. S. House office. Both Meyer and Carney have established their transition teams who will vet potential appointees.

The two chambers of Delaware’s General Assembly voted in their leadership shortly after the election. The Senate retained previous leadership but the House will see new leadership in both the majority and minority caucuses:


House Leadership:

  • Speaker Melissa Minor-Brown
  • Majority Leader Kerri Evelyn Harris
  • Majority Whip Edward Osienski

Minority Leader Tim Dukes

Minority Whip Jeff Spiegelman

Senate Leadership:

  • President Pro Tem David Sokola
  • Majority Leader Bryan Townsend
  • Majority Whip Elizabeth Lockman

Minority Leader Gerald Hocker

Minority Whip Brian Pettyjohn


In the state House of Representative, the Democratic caucus added a member bringing them to 27 versus the Republican caucus membership of 14. The balance remained the same in the state Senate as prior to this year’s election with Democrats holding a supermajority of 15 Senators to the Republican caucus count of 6. The election of state Senators McBride and Gay to statewide positions will result in their two Senate districts needing to hold special elections which are anticipated to be held mid-late February.
